Close. The Colorado Party is the old "urban interests" party. They used to have all the unions and syndicates on their side until the Frente became viable and they defected. The Colorados are now an empty shell that attracts folks with primarily "academic interest" for all of the little that seems to offer in practice. As foreign minister he got some popularity organizing flights when no one wanted to fly planes anywhere, so it could be he wanted to get out on a perceived "high note" instead of slogging away in the Senate.
